    Course overview

Cardiff is building at a pace few UK cities outside London can match. The transformation of the city centre around Central Square and the Canal Quarter, the long-running regeneration of Cardiff Bay, large residential schemes pushing out through the north and east of the city, and a steady pipeline of commercial fit-outs, student accommodation and infrastructure work all mean one thing for the people running those sites: demand for properly qualified site managers in the Welsh capital is consistently strong. On projects of any real scale, principal contractors now expect the person managing the site to hold a current CITB Site Management Safety Training Scheme (SMSTS) certificate, and many will not let you take charge of a site without one.

Our five-day SMSTS course gives site managers, project managers and senior supervisors across Cardiff and South Wales the legal knowledge, planning skills and practical confidence to run a compliant construction site from the top. The course is delivered live online over Zoom by experienced construction trainers, runs Monday to Friday from 8:30am to 5:00pm, and costs £430. You attend from your office, site cabin or home anywhere in Cardiff, sit the same CITB assessment as classroom delegates, and come away with the same nationally recognised certificate, valid for five years.

Because the course is live online rather than tied to a training room, it works just as well whether you are based in Cardiff city centre, out in Barry or Penarth, up the valleys in Pontypridd, Caerphilly or Merthyr Tydfil, or along the M4 corridor in Newport or Bridgend. Skills Training Group is a CITB-approved training organisation with a 98.7% SMSTS pass rate, and our trainers all come from genuine construction backgrounds, so the five days are grounded in the realities of running a site rather than abstract theory.

Who the SMSTS course is for

SMSTS is the CITB qualification for the person with overall responsibility for a construction site. Across Cardiff and the wider South Wales market it is the standard expected of:

    • Site managers running projects day to day, from city-centre commercial schemes to housing developments across the region
    • Project managers who need a thorough working knowledge of construction health and safety law and how it applies to the sites they oversee
    • Senior site supervisors stepping up from a supervisory role into full site management
    • Business owners and directors of construction firms who take responsibility for site operations, which is common among the small and medium-sized contractors that make up much of the Cardiff market
    • Aspiring managers preparing for their first site management role and wanting the qualification in place before they apply

The dividing line is responsibility. If you plan, organise, monitor and control a whole site, SMSTS is your course. If you lead a work team under someone else’s management, the two-day SSSTS supervisor course is the better fit, and we run that as well. Plenty of Cardiff delegates come to us having done SSSTS a few years earlier and now moving up; the SMSTS builds naturally on that foundation but goes considerably further into legal duties, planning and management responsibility.

There are no formal entry qualifications. You need a good standard of spoken and written English, because the course and the exam are delivered in English, and some site experience is strongly recommended so you can relate the material to real situations. For the online classroom you also need a reliable internet connection and a suitable device with a webcam and microphone.

    What you’ll learn

The SMSTS follows the full CITB Site Safety Plus syllabus for site managers, and over the five days it covers everything the law and the industry expect the person in charge of a site to know. Rather than list every module here, the course in summary teaches you to:

    • Understand your legal responsibilities under the Health and Safety at Work Act, the CDM Regulations and the wider body of construction legislation, and what they mean for you personally as the site manager
    • Plan, organise, monitor and control site activity so that work is carried out safely from setup to handover
    • Produce and manage risk assessments and method statements, and make sure they are briefed and actually followed on site
    • Manage the high-risk activities that cause the most serious harm in construction, including work at height, excavations, temporary works, demolition and confined spaces
    • Lead on occupational health, worker welfare and behavioural safety, shaping the culture of a site rather than just policing it
    • Handle inductions, toolbox talks, inspections, accident reporting and investigation with confidence

A full module breakdown appears further down this page. What matters at this stage is the outcome: by the end of the week you understand not just what the rules are, but why they exist, where the site manager’s personal liability sits, and how to run a site that a principal contractor, a client or an HSE inspector can walk onto without concern. Delegates managing projects around Cardiff regularly tell us the most valuable part is learning how other managers on the course handle the same problems they face, because the live sessions bring together people running very different types of site across the UK.

    How the course runs

The SMSTS is an intensive course and CITB sets its structure: five consecutive midweek days, Monday to Friday, running 8:30am to 5:00pm each day. Full attendance on all five days is a requirement of the scheme, so it is worth planning cover for your site before you book.

Our delivery is live online via Zoom. That does not mean recorded videos or click-through e-learning. You join a real class at 8:30 each morning, taught in real time by one of our construction trainers, alongside a group of other managers and supervisors. The sessions are interactive throughout: group discussions, case studies, exercises and plenty of question and answer. If something in the material touches on a problem you are dealing with on your own site that week, you can raise it and talk it through, exactly as you would in a physical classroom.

Joining is straightforward. You receive a Zoom link and joining instructions before the course starts, along with your course materials. Test your camera and microphone, click the link on Monday morning, and you are in. Most delegates use a laptop or desktop; if you have ever sat in on a video call, you already have every technical skill the week requires. Our team is on hand before and during the course if you hit any technical snags.

For a Cardiff delegate the practical benefit is obvious. There is no venue to find, no drive across the city in the morning rush, and no week of travel and parking costs stacked on top of the course fee. You give the course your full attention from wherever suits you best, and at 5:00pm you are already home.

    Assessment and the SMSTS exam

The SMSTS is formally assessed, and passing the exam is what earns you the certificate. To qualify you must attend all five days, take part in the exercises and discussions, and complete the end-of-course examination.

The exam consists of multiple-choice, multi-response and short written-answer questions, and lasts approximately 30 minutes. The pass mark is 81%, which is deliberately demanding: the industry relies on the SMSTS certificate meaning something, and CITB expects candidates to demonstrate a genuinely solid grasp of the material rather than a passing familiarity.

That said, the exam should not put you off. The course is built to prepare you for it, with knowledge checks along the way so you and your trainer both know where you stand before the final paper. Our 98.7% pass rate across SMSTS delegates reflects how thoroughly the week prepares people. If you want to gauge where you are before the course, or sharpen up in the days before your exam, we publish a free SMSTS mock test you can take online as many times as you like. Many delegates find that running through the mock test early in the week highlights exactly which topics to concentrate on.

    Why train online from Cardiff

We are upfront about this: we do not operate a training centre in Cardiff, and this course has no physical venue. It is delivered entirely live online, and for most site managers that turns out to be the stronger option rather than a compromise.

First, the certificate is identical. CITB approves live online delivery of the SMSTS, the syllabus and the exam are the same as the classroom route, and the certificate you receive carries exactly the same recognition on Cardiff sites, across South Wales and throughout the UK. No contractor, client or card scheme distinguishes between the two.

Second, the week costs you less in every way that is not the course fee. Five consecutive days at a physical venue means five return journeys, five days of parking, and for anyone outside the immediate area, potentially accommodation. Training from your own desk removes all of it. For a manager based in Merthyr Tydfil, Bridgend or the Vale of Glamorgan, that difference is substantial.

Third, the online format widens the room. Instead of a class drawn only from one locality, you train alongside site managers from across the UK, running housing, commercial, civils and industrial projects. The discussion is richer for it, and delegates consistently mention the value of hearing how managers on very different sites approach the same duties.

Finally, it keeps you close to the job. Plenty of our Cardiff delegates check in with their sites at lunchtime or handle an urgent call at the break, something no cross-city commute allows. If a problem flares up on your project during the week, you are minutes away rather than a training-room hostage.

    Certification and five-year validity

Pass the exam and you receive the official CITB SMSTS certificate, recognised across the UK construction industry. It is the qualification principal contractors, developers and public-sector clients look for when deciding who is competent to manage their sites, and on larger Cardiff projects it is routinely a contractual requirement for the site manager role.

The certificate is valid for five years from the date of issue. Before it expires, you keep it current by completing the two-day CITB SMSTS refresher course, which updates your knowledge on changes in legislation and industry practice and renews the certificate for a further five years. The important point is timing: the refresher must be completed while your certificate is still valid. Let it lapse and you are back to the full five-day course, so it pays to book the refresher a few months before your expiry date. We are happy to help you plan that when the time comes.

It is worth noting how much weight the SMSTS carries beyond the certificate itself. For individuals, it is often the qualification that unlocks the step from supervision into management, and it travels with you between employers and between regions. For employers, having SMSTS-qualified managers on the books is increasingly a prerequisite for winning work, particularly on framework and public-sector contracts of the kind that feature heavily in the South Wales pipeline.

    CITB grant funding

The SMSTS is a grant-eligible course, which means employers registered with the CITB Levy may be able to claim a CITB grant towards the cost of the course. For construction firms putting one manager or a whole team through the qualification, the grant meaningfully reduces the net cost of training.

Eligibility and the claim itself sit between the employer and CITB, but our team can point you in the right direction and explain what information CITB will ask for. If you are unsure whether your business qualifies, call us on 0808 164 2780 before you book and we will talk it through.

How to book your SMSTS course

Booking takes a couple of minutes. You can view upcoming SMSTS dates and book online, choosing the Monday-to-Friday week that fits around your project commitments. Because the course is live online, every published date is open to Cardiff delegates; there is no waiting for a local venue to fill.

If you would rather speak to someone first, call us free on 0808 164 2780. Our team can help you pick a date, answer questions about the exam or entry requirements, advise on CITB grant claims and arrange bookings for several delegates from the same firm. Once you are booked, we send everything you need: joining instructions, your Zoom link and your course materials, all ahead of day one. You can also find full details of the course itself on our main CITB SMSTS course page.

    Frequently asked questions

Is the online SMSTS certificate accepted on construction sites in Cardiff?

Yes, fully. CITB approves live online delivery of the SMSTS, and the certificate you earn is the same official CITB SMSTS certificate issued to classroom delegates. It is recognised by principal contractors, developers and clients on sites across Cardiff, South Wales and the whole of the UK. No employer or card scheme treats an online-earned certificate any differently.

Do I need to travel anywhere in Cardiff to attend?

No. There is no venue and nothing to travel to. The course is delivered entirely live online via Zoom, so you attend all five days from your home, office or site cabin anywhere in Cardiff or the surrounding area, whether that is Newport, Barry, Caerphilly, Pontypridd or further afield. All you need is a reliable internet connection and a device with a webcam and microphone.

Will Cardiff employers and principal contractors accept this qualification?

Yes. Skills Training Group is a CITB-approved training organisation, and the SMSTS certificate we issue is the industry-standard site management qualification that contractors working in Cardiff and across South Wales ask for. On most projects of any scale it is expected, and often contractually required, that the site manager holds a current SMSTS.

How long does the SMSTS course take?

Five consecutive midweek days, Monday to Friday, running from 8:30am to 5:00pm each day. Full attendance on all five days is a CITB requirement, so you should plan for a complete week away from day-to-day site duties, even though you can stay reachable because you are training from your own desk.

How much does the SMSTS course cost?

The course costs £430, which covers your five days of live tuition, course materials and the end-of-course examination. Because delivery is online there are no travel, parking or accommodation costs on top. Employers registered with the CITB Levy may also be able to claim a CITB grant towards the cost.

What is the SMSTS exam like and what happens if I do not pass?

The exam is taken at the end of the course and lasts approximately 30 minutes. It includes multiple-choice, multi-response and short written-answer questions, with a pass mark of 81%. The week is structured to prepare you thoroughly, and our delegates achieve a 98.7% pass rate. You can also use our free online SMSTS mock test before or during the course to check your readiness. In the rare event a delegate falls short, our team will talk through the options for reassessment.

Should I take the SMSTS or the SSSTS?

It comes down to your role. SMSTS is the five-day course for site managers, project managers and those with overall responsibility for running a site. SSSTS is the two-day course for supervisors and team leaders who manage a work team under someone else’s site management. If you are the person answerable for the whole site, or about to be, SMSTS is the right qualification; if you lead a gang or a trade team, start with SSSTS.

Ready to get qualified? Book your SMSTS course online today and train live from anywhere in Cardiff or South Wales, or call our friendly team free on 0808 164 2780 to discuss dates, group bookings and CITB grant support. With a 98.7% pass rate and a certificate recognised on every site in the UK, it is the strongest step you can take towards running safer, better-managed projects.
